Designers of self-assembled 3D "phantom weapons" can post their designs online without seeking permission from the State Department, a federal appeals court ruled Tuesday, overturning a Trump administration order that was blocked by a federal judge.
The firearms, which do not require a gun manufacturer's license, were placed on the State Department's Munitions List, which required the ministry's approval for the export of such weapons. Federal courts applied this requirement in 2015 to guns posted online for production on 3D printers.

When President Donald Trump's State Department settled with a 3D weapons company in 2018 and tried to remove the models from the ammunition list, a federal judge in Seattle issued an injunction in March 2020 in a California lawsuit , 21 other states and the District of Columbia. . President Biden's administration could move to repeal his predecessor's rules. The State Department referred an investigation to the Justice Department, which did not respond to a request for comment. States could also ask the appeals court to order a new hearing before a larger panel.
